I followed the Firebase configuration in the document, but the create live app link is still not enabled, does anyone has the same issue?

It should not! Ideally if you want only the iOs version you should configure only the iOS, this must be another thing support should check with your specific app. I share the issue with them already, they will contact you. Thank you!
