Is it possible to create a custom drop menu?

For example if a user where to click the drop down on the form would we be able to generate an API linked list of drop down options to allow the user to select from and populate the field in the form?

I'm trying to do something similar, but can't seem to find a way to auto-populate the form with a value from a variable (before submission).
